The 28 safest American cities to live in Crime levels have declined sharply in the US over the past two decades. According to FBI statistics, the rate of violent crime fell 50% between 1993 and 2015, the most recent full year available.

However, public perceptions about crime don't always align with the data. In 21 Gallup surveys since 1989, the majority of Americans said there was more crime compared to the year before, despite the downward trend in both violent and property crime rates in the US during that period.

Niche, a company that researches and collects reviews on cities, recently pinpointed the safest cities in the country in a 2017 ranking.

The researchers analyzed public crime data — including larceny, vehicular theft, and homicide rates — from sources like the US Census and the FBI. They also considered over 100 million reviews from users, who rated how safe they feel in their cities. The ranking suggests that California, with seven of the top 28 cities, is one of the safest states in the nation.

One caveat: the cities below have relatively low population numbers. As The Atlantic notes, cities with higher densities tend to have more crime. But within a city, high traffic areas are generally safer than low-traffic areas. (The more foot traffic, the riskier an assault becomes for the assaulter.)

East Coast Fishing Coalition Continues Legal Challenge to Planned Wind Farm Off New York

WASHINGTON, Dec. 01, 2017 (GLOBE NEWSWIRE) -- A coalition of East Coast fishing businesses, organizations, and communities, led by the Fisheries Survival Fund (FSF), has taken the next step in its legal challenge to a planned wind farm off the coast of New York. FSF and its co-plaintiffs argue that the Bureau of Ocean Energy Management (BOEM) awarded the lease for the New York Wind Energy Area (NY WEA) to Norwegian energy company Statoil without fully considering the impact on fishermen and other stakeholders, in neglect of its responsibilities as stewards of ocean resources.

The plaintiffs outlined their arguments in a brief filed Tuesday in the United States District Court for the District of Columbia. In the brief, FSF criticizes BOEM’s claim that it is not the agency’s job to resolve conflicts among new and pre-existing ocean users in the NY WEA. In an October filing, BOEM wrote that it is “not the ‘government steward of the ‘ocean commons,’’” a claim that FSF calls “unbecoming.” In fact, BOEM’s own website states: “The bureau is responsible for stewardship of U.S. [Outer Continental Shelf] energy and mineral resources, as well as protecting the environment that development of those resources may impact.”

FSF also writes that the NY WEA, an expanse of ocean nearly twice the size of Washington, D.C., is a poor location for a wind farm, and that BOEM and Statoil have alternately claimed that it is both too early and too late to raise objections to the lease. Statoil previously stated that vacating the lease would “squander the resources and the five years that BOEM has expended to date in the leasing process,” even as BOEM promises it will consider measures to mitigate the impacts of a wind farm later in the process. By then, after more time and resources have been expended, a wind farm “will be all but a foregone conclusion,” FSF writes.

Additionally, FSF argues that evaluating alternatives and considering conflicting ocean uses from the start would ultimately benefit BOEM and energy developers, ensuring they do not expend vast resources developing poorly located wind farms. The brief cites the ongoing debacle over the Cape Wind energy project, an approved wind farm off Cape Cod, Massachusetts, as an example of what can go wrong when BOEM and a developer ram through an agreement and become too invested to turn back. After the project “slogged through state and federal courts and agencies for more than a decade,” delays and uncertainty have jeopardized, if not eliminated, Cape Wind’s financing and power purchase agreements, according to the brief.

The plaintiffs in this case are the Fisheries Survival Fund; the Borough of Barnegat Light, New Jersey; The Town Dock; Seafreeze Shoreside; Sea Fresh USA; Rhode Island Fishermen’s Alliance; Garden State Seafood Association; Long Island Commercial Fishing Association; the Town of Narragansett, Rhode Island; the Narragansett Chamber of Commerce; the City of New Bedford, Massachusetts; and the Fishermen’s Dock Co-Operative of Point Pleasant, New Jersey.

While the fishing groups hold wide-ranging views about offshore wind energy development, they all agree that the siting process for massive wind energy projects “should not be a land rush, but rather reasoned, fully informed, intelligent, and cognizant of the human environment,” according to the brief.

A possible change to the GOP tax bill would be a huge boost to multi-billion-dollar private equity companies **

--------------------A proposed provision that could be included in the final Senate Republican tax bill would serve as a huge boon to large private equity companies.

An amendment introduced by Sen. John Cornyn, the second-ranking Republican in the Senate, would allow owners of publicly traded partnerships (PTPs) to take deduction for pass-through businesses on their income. That deduction was increased to 23% in the latest version of the Senate Tax Cuts and Jobs Act. 

Republicans have touted the pass-through provision, which allows companies in which the owner takes business profits as income, as a way to boost small businesses. Most large private equity firms like Blackstone and Carlyle Group are classified as PTPs.

According to Victor Fleischer, a tax law professor at the University of San Diego, the proposed change would allow executives at large financial services firms to take advantage of the deduction as well, bringing down their tax liability on fees from trading.

"To clarify - that means Schwarzman, Rubenstein etc. KEEP 20% rate on carried interest AND get new 23% deduction on management fees & other income streams," Fleischer, a columnist for The New York Times' DealBook, tweeted on Friday.

Sen. Claire McCaskill, a Democrat, tweeted a photo of a list of amendments that were set be added the final version of the tax bill. It included the PTP provision.

Steve Schwarzman, the CEO of Blackstone, was an adviser to President Donald Trump and helped lead his council of business executives. The council was disbanded earlier this year after Trump's response to the violence in Charlottesville, Virginia.

The Senate is expected to vote on the Tax Cut and Jobs Act later on Friday. It is expected to pass.

A spokesperson for Cornyn did not immediately respond to a request for comment.

Seven-Member Team Wins Federal Reserve’s Annual ‘College Fed Challenge'

Pace University today won the 14th annual national College Federal Reserve Challenge, marking the third time in four years that Pace has won the prestigious competition that tests students’ understanding of the U.S. economy, monetary policymaking and the role of the Federal Reserve System.

The finals were held in Washington D.C. as the capstone to five district competitions held around the country. Undergraduate teams from across the country first competed in their local Reserve Bank Districts, and top teams moved on to the finals. Last month, the Pace University team won New York’s regional competition. The Pace team faced competition at the national level from Harvard University, Princeton University, University of Virginia-Old Dominion, and University of Wisconsin-Whitewater.

The team members are Klejdja Qosjdja, Marina Testani, Salil Ahuja, Carly Aznavorian, Scarlett Bekus, Aleksandra Bruno, and Argenys Morban; Professors Greg Colman and Mark Weinstock served as the team’s advisors. The Economics Department, guided by Joseph Morreale and the Deputy Chair, Anna Shostya, provided enormous support to the team throughout their journey to the finals.

Participating teams analyze economic and financial conditions and formulate a monetary policy recommendation, modeled on the work of the Federal Open Market Committee. Teams competing in the finals gave presentations and answered questions for a panel of senior Federal Reserve officials.
